PROBLEM TO BE SOLVED: To improve service by deciding a period of report reduction and the necessity of the notice to workers in accordance with fault contents of the report.;SOLUTION: A report decision means 1c decides whether a report acquired from a report terminal 2 via a communication network 5 is an identical report or a first report. In the case of the first report, a first report processing means 1d refers to a reduction information storage means 1a to acquire a period of reduction and the kind of reduction associated with the fault contents included in the report, registers a reduction completion time of day based on the acquired period of reduction and the acquired kind of reduction in a reduction object storage means 1b by associating the two, and sends a report to a center 3. In the case of the identical report, an identical report processing means 1e suppresses transmission of the report to the center 3. Then, in accordance with the kind of reduction correlated with the report by the reduction object storage means 1b, reference information based on the report is transmitted to a worker terminal 4.
