PROBLEM TO BE SOLVED: To enhance safety of active material paste used for manufacturing a non-sintered type nickel electrode hardly forming discharge reserve on a negative electrode of an alkaline storage battery. SOLUTION: A substance manufacturing obtained by cleaning a high-order cobalt compound-containing nickel hydroxide-based material with an aqueous solution of acid is used in manufacturing the active material paste. The high- order cobalt compound-containing nickel hydroxide-based active material used in this case is usually obtained by oxidizing a nickel hydroxide-based material containing at least one of cobalt hydroxide and cobalt monoxide in an alkaline aqueous solution by using an oxidizer.
