PROBLEM TO BE SOLVED: To reduce a computational complexity by performing efficient pruning of motion vector search while minimization of a predicted error is completely guaranteed in motion compensation (MC) for expressing a motion vector with decimal pixel precision.;SOLUTION: A lower limit of prediction error for a motion vector of decimal pixel precision is calculated using an already calculated rounding error (S3), and this lower limit is compared with a value stored as the minimum value of the prediction error (S4). Only when the lower limit is smaller, a prediction error of a motion vector is calculated (S5), and search for obtaining the minimum value of the prediction error is executed (S6, S7). When the lower limit is not small, pruning of search is performed and calculation of prediction error for the present motion vector is omitted.;COPYRIGHT: (C)2007,JPO&INPIT
