PROBLEM TO BE SOLVED: To dispense with a substitute pipe conventionally used, deliver the reducing valve in a state unitized in a factory, install it as it is in the construction site and connect to a pipe line to wash the pipe as it is.;SOLUTION: The reducing valve body is provided with a main body 5, a cap 27 for a spring, a diaphragm 31, and a compression screw 35, a compression shaft 43. A male screw 19 is screwed with a female screw 91 in a mounting pipe 89 constituting a valve box constitutional part of the piping, the lower end of a cylindrical part 7 is fitted to in the state the lower end is fitted in the hole 93 of the partition wall 92 to function as a reducing valve. As the reducing valve body unit, in the state the reducing valve body is mounted on the cap for washing pipe, the male screw 67 of the cap for washing pipes is screwed with the female screw 91 of the mounting part 90, the proximity of the communication part 69 is fitted in the condition that the proximity of the communication part hole 92 is fitted in the hole 93 of the partition wall 92.
