In the present invention, there is disclosed a pharmaceutical composition for preventing, treating or development-inhibiting simple retinopathy or pre-proliferative retinopathy, said pharmaceutical composition comprising a compound having angiotensin II antagonistic activity or a salt thereof. The pharmaceutical composition of the present invention is useful for preventing or treating simple retinopathy or pre-proliferative retinopathy by inhibiting progression thereof.
