The present invention discloses an apparatus and a method for realizing traffic control based on rate restrict in a MSTP device, which mainly implements traffic control monitoring for input or output data flow by using Policing module, and sends traffic control signal to the remote device when the data flow exceeds the threshold of traffic control to indicate the remote device to decrease the input data flow, so as to avoid packet loss in the present device due to rate restrict. By implementing traffic control for the output data through the labeling function of service flow, the traffic control for Ethernet layer2 pause frame port and that for Ethernet layer3 particular services can be realized, thus prevent service damage caused by output queue congestion. The present invention can guarantee the non-damage transmission of packet-based service data flow in network, provide service bandwidth detection and report, and meet the traffic control requirement for particular services by Ethernet service in a MSTP transport device.
