The invention relates to a device for raising and lowering rotary planar flags on a flagpole, destined especially for advertisement activities by means of flags, banners and the like. According to the invention, the device has a lower radial-axial bearing (2) and an upper radial-axial bearing (3) mounted on a flagpole (1), each of them being mounted in some housings (4 and 5, respectively) whereon there are diametrically opposite welded a lower nut (6) and an upper nut (7), a lower roller holder (10) and an upper roller holder (11), respectively, which support some rollers (12 and 13, respectively) on which there passes a rope (23) passed through a vertical metal pipe (15) fastened together with a horizontal arm (18) of a flag (19) into two conjugated semi-angle brackets (14 ,14'), by means of nut-screw assemblies (14a) and which have two perpendicular semi-cylindrical indentations (a1, a2), while a metal strap (16) is welded on the metal pipe (15), a wire tightener (17) being fixed to the metal strap (16) at the end towards the flagpole (1) by knotting, the wire tightener (17) playing the role of compensating the flag tendency to bend at the outside extremity, while at the other extremity the wire tightener (17) is fastened by means of an attaching hole (g2) cut in the extremity of the horizontal arm (18) which is passed through a hem (t1) made on the upper side of the flag (19).
