PROBLEM TO BE SOLVED: To provide portable communication equipment constituting a monitoring system for reporting data to an appropriate report destination in shorter time. ;SOLUTION: A vehicle is provided with an on-vehicle monitoring device 1 for detecting the state of the vehicle and transmitting detection data showing a detection result.
