Procedure for establishing a communications link for a multi-stack wireless transmission / reception unit, WTRU, (110), in which the WTRU (110) implements a protocol stack that includes a user plane (310), a independent transfer of the medium, MIH, management plane (330, 930) to perform a MIH operation, and a technology specific transfer management plane (330, 930), the procedure being characterized in that it comprises: receiving beacon frames transmitted by at least one access network (102, 104, 202); determine if the beacon frames support independent media transfer, MIH information; read (1008) the content of the beacon frames detected if it is determined that the beacon frames support MIH information; passing (1010) the MIH information found in the content of the beacon frames to a handover function, HOF, (324, 924) of a protocol stack (300) in the WTRU; process the past MIH information in the HOF; and establish (1012) a communications link for the WTRU based on the processed MIH information.
