An anchor stretcher device includes a wind upreel (7) having a false retention wall (9) which ismounted in a wall mount opening (9a) on one end ofthe device. The wind up reel includes a command head(11) on a rotary body (6) which is engageable with acramp (10a)(9c) able to prevent its rotation andthat possesses, at least, an anchor opening (9b) fora filiform element (30) to be stretched. Winding forstretching is performed by turning the command head(11). Since the anchor opening (9b) is situatedlaterally on the false retention wall (9), thefiliform element (30) winds up in a very even manneron the wind up reel (7). A production method isdescribed which includes a series of steps throughwhich component parts of the anchor stretcher deviceare produced.
