The present invention includes a human resource management database server device, a skill database server device, an application server device, and a Web server device. The human resource management database device includes a learning record information table, a personal basic information table, and a personal evaluation information table according to learning. The skill database server device includes a required knowledge information table in which information for acquiring required skills is recorded, a taken course result information table in which information on achievement level evaluations for contents of a taken course is recorded, and a course information table. A learning record search means is capable of transmitting learning record information retrieved from the learning record information table in response to a search request for learning record information from a terminal.
