Provided is a skin incision apparatus for opening a micro-incision part efficiently, and a method for incising skin by the skin incision apparatus. The skin incision apparatus comprises a holder, a needle, a needle drive portion, a portion for elongating skin, and a reading portion, wherein the needle and the portion for elongating skin are provided at one end of the holder, the needle drive portion is provided in the holder and can form an incision part in the skin touching one end of the holder by moving the needle, the portion for elongating skin can elongate skin on the opposite sides of the incision part in the direction away from the incision part, the reading portion sets the portion for elongating skin by rotating the portion for elongating skin around the needle such that a smaller angle out of angles formed by representative lines connecting the opposite ends of the incision part and the directions in which the portion for elongating skin elongates skin on the opposite sides of the incision part becomes 45°-90°, thus opening a micro-incision part efficiently.
