A shortest-route search section (105) searches for the shortest route from a landmark node to another landmark node for each landmark node on the basis of the measured values of the distance metric between the landmark nodes stored in a distance metric storage section (102) and calculates distance metric along the searched shortest route.  A coordinate axis generating section (101a) generates a coordinate axis with a predetermined number of dimensions from the distance metric along the shortest route calculated by the shortest-route search section (105).  A coordinate calculating section (104a) calculates the coordinate of a node subject to coordinate calculation from the distance metric between the node subject to the coordinate calculation and each of the landmark nodes and the coordinate axis generated by the coordinate axis generating section (101a).  A distance metric estimating section (134) estimates the distance metric between the two nodes subject to the coordinate calculation, the coordinate of which is calculated by the coordinate calculating section (104a), by using the calculated coordinate.
