A ceiling-mounted electric film heater comprises a meander-shaped resistive radiating element which is made of a metal with a resistivity of ρ=7.0-8.5 µΩ•m and is located between two layers of electrically insulating film. The room heating system comprises a heat insulator mounted on a ceiling cover, an electric heater situated therebelow, the heat insulator being made of a foam heat insulating material with a reflecting layer and a rough surface, and control and protection means connected to the electric heater. The method for producing the electric heater involves continuously joining the electrically insulating films and the resistive radiating element, which is arranged therebetween, in such a way that a continuous sheet is formed, which is cut into sections of the required length. The resistive radiating element strips are connected in series by spot welding by alternately L-bending the ends thereof towards the neighbouring strip on either side. The edges of the electric heater are joined on the inside by a self-adhesive tape. In order to produce a five-layer electric heater, a radiating layer made of aluminium foil and a layer of electrically insulating film are added during the joining of the layers. The device for producing the electric heater sheet comprises the following elements arranged in a single processing line: a decoiler for the resistive radiating element strip, a decoiler for the top and bottom layers of electrically insulating film, a self-adhesive tape feeder, a laminator with heated shafts, and a shaft for winding the finished sheet. The device can also comprise at least two additional layer decoilers. The decoiler for the resistive radiating element strip comprises a bed with a shaft that is spring-loaded at both ends, which bed also comprises bearing units with bobbins seated thereon with alternate decoiling directions.
