Provided are a number-of-steps determination system, a number-of-steps detection method, and a pedometer, which are capable of accurately detecting the number of steps correspondingly to personal walking features. Communication means (551, 524) transmit the vibration data acquired by a vibration data acquisition means (554) of a pedometer (505) from the pedometer to a server (502), and a calculating means (520) of the server calculates number-of-steps criterion data suitable for number-of-steps measurement from the vibration data. The server transmits the calculated number-of-steps criterion data to the pedometer, and updates the number-of-steps criterion data stored in the pedometer.
