A motion picture coding device and a motion picture decoding device which reduce motion detection processing required to estimate a geometric transformation parameter to be used for geometric transformation motion compensating prediction, thereby improving prediction efficiency without increase of a code amount. The motion picture coding device is provided with a motion information acquisition section which acquires motion information relating to one or more adjacent blocks among adjacent blocks adjacent to one of the pixel blocks obtained by dividing a picture signal, a geometric transformation information acquisition section which obtains on the basis of the motion information a geometric transformation parameter being information relating to the shape of a map obtained by geometric transformation of the pixel blocks in a reference picture signal when motion-compensating the pixel blocks, a geometric transformation prediction section which performs geometric transformation motion prediction including geometric transformation between the reference picture signal and the pixel blocks, using the reference picture signal which is subjected to geometric transformation with the geometric transformation parameter, and a coding section which codes the prediction error value of the pixel block subjected to the geometric transformation motion prediction.
