A strategic material management network capable of determining a strategic material and a strategic material management method using the same are provided to efficiently manage the strategic materials from production to sales and export. Detail article information including an HS(Harmonized Commodity Description and Coding System) code, an item name, and a maker name of a material is received and stored to a database. A user inquires whether the article of which the detail article information is stored in the database corresponds to the strategic material. The HS code of the inquired material is transmitted to a strategic material management system. The user receives a rule for determining whether the article is included in the strategic material based on a control number corresponding to the received HS code, a control rule corresponding to the control number, and a response for the control rule. The control number and the control rule are displayed. The control number corresponding to the control rule is transmitted to the system and detail information corresponding to the transmitted control number is received.
