A sinter bonding agent for sintering steel manufacture and a manufacturing method thereof are provided to reduce time to melt iron and cut down cost by using a sinter bonding agent which is extrusion-molded. A manufacturing method of a sinter bonding agent for sintering steel manufacture comprises: a step(S1) injecting process byproduct and pulp sludge in a material mixer; a step(S2) mixing the pulp sludge and sintering by-product, which are injected, with a pan mixer; a step(S3) extrusion-molding the mixed material; a step(S4) cutting the extrusion-molded material; and a step(S5) drying the cut sinter agent.
