PURPOSE: A method and an apparatus for encoding and decoding an image by using the separation of an image based on bit location are provided to encode and decode an image including the pixel values of n bit.;CONSTITUTION: An image separation unit(110) generates an image based a lower m bit of pixel values and the n-m number of bit planes based on the upper n-m bit of the upper pixel values from an input image including the pixel values of n bit. A first encoding unit(120) encodes the n-m number of bit planes and a bit plane-based image encoding method. A second encoding unit(130) encodes an image based on the pixel value of the m lower bit by using a block-based image encoding method.
