PURPOSE: A platinum-ruthenium binuclear complex is provided to facilitate the control of a component ratio of a platinum-ruthenium alloy catalyst, to minimize the performance and activation degradation caused by carbon monoxide, and to improve the lifetime of a fuel cell. CONSTITUTION: A platinum-ruthenium binuclear complex for a fuel cell electrode catalyst comprises (i) synthesizing a compound represented by chemical formula 1 by reacting 5-ethynyl-2.2-bipyridine, n-butyl lithium, trimetylthin chloride, cis-dichlorobis(triphenylphospine)platium(II) and CuI and (ii) synthesizing a compound represented by chemical formula 2 by reacting the synthesized (terpyridine)RuCl3, EtOH, LiCl and NEt3.
