PURPOSE: A transition metal based catalyst containing phosphorus and a manufacturing method thereof are provided to improve catalytic efficiency and increase hydrogen generation speed through hydrolysis of ammonia-borane. CONSTITUTION: A transition metal based catalyst containing phosphorus produces hydrogen by hydrolysis of ammonia-borane. The transition metal is one or more components selected from a compound containing cobalt, nickel, titanium, vanadium, chrome, manganese, iron, copper or zinc. The 1-20wt% of phosphorus is contained in the compound.
