PURPOSE: A manufacturing device and a method for an amorphous electric steel plate is provided to mass produce the amorphous electric steel plate with high efficiency by successively processing at room temperature.;CONSTITUTION: A manufacturing device for an amorphous electric steel plate comprises a conveying unit(100), plural insulating layer coating units(200a,200b), and an amorphous layer coating unit(300). A base material is settled on the conveying unit. The insulating layer coating unit formed insulating layers(10a,10b) on the base material by spraying an insulating material. The amorphous layer coating unit is installed on the position alternated with the insulating layer coating unit.
