PURPOSE: A porous and permeable block and a manufacturing method thereof are provided to improve strength of the block using scoriae and basalt aggregate, and to maintain uniform strength by preventing water-cement ratio from being changed. CONSTITUTION: A manufacturing method of a porous and permeable block is as follows. Aggregate is formed by crushing basalt and scoriae. The basalt and scoriae aggregate is changed into a wet condition. W/C 20%, basaltic aggregate 60~70 weight%, and scoria aggregate less than 8 weight% are mixed. The mixed concrete is molded.
