PURPOSE: A video content operating method based on a broadcasting set top box is provided to easily manufacture contents in a user's way by playing information by the set top box after dividing video information into resource information and scenario information.;CONSTITUTION: It is checked whether performance of a set top box is enough to perform a video content operation service(S120). The set top box plays a video file received from a broadcasting server in advance(S130). Resource information and scenario information are transmitted to the set top box(S140,S150). An edit command for the resource information and the scenario information is received(S160).
