PURPOSE: A plume abatement cooling tower, a plume abatement method using the same, and an operating system for the same are provided to maximize plume abatement effect by optimizing air mixing by controlling an air mixing control member by detecting the flow rate of air. CONSTITUTION: A plume abatement cooling tower comprises: a wet part intake air control member(10) which controls the quantity of intake air to one or more air inlet which is formed in the side of the wet part; a dry part intake air control member(20) which controls the quantity of intake air to one or more air inlet which is formed in the side of the dry part; an air mixing adjusting element(30) which is located in the dry part and mixes air which is induced to the air inlet; and a central controller(90) which controls the quantity of intake air by controlling each control member.
