PURPOSE: An improved partial oxidation reforming type GTL FPSO plant and a method for extracting methane gas from methane hydrate layer by the same are provided to solve technical difficulty due to directly picking methane hydrate.;CONSTITUTION: A partial oxidation reforming type GTL FPSO plant(1) comprises a methane substituent storage tank(10), a methane substituent injection line(L1), a methane gas intake line(L2), a partial oxidation reformer(20). The injection line injects methane substituent from the methane substituent storage tank to the inside of the methane hydrate layer. The intake line lets the methane gas, generated by substituting the methane of the methane hydrate with the methane substituent inside the methane hydrate layer, to the plant.;COPYRIGHT KIPO 2010
