PURPOSE: A system and a method for service change by receiving subscriber during call setup are provided to freely convert service of voice call and video call according to selection of receiving subscriber during the call setup in communication network environment providing ERBT(Early Ring Back Tone).;CONSTITUTION: A calling exchange node(40a) routs a call of receiving terminal from a calling terminal in processing a call available for service convert of a voice call and a video call. The calling exchange node receives selection information of temporary service before call path connection with the calling terminal. Until a call path between the calling terminal and a receiving terminal is assigned by connecting with the calling exchange node, a receiving exchange node(40b) provides a ring back toned to the calling terminal.
