PURPOSE: A device and a method for detecting an abnormal situation and a surreptitious use of electricity in a watt-hour meter and a surrounding electric power system equipment and device are provided to monitor the surreptitious use of electricity and an abnormal situation by periodically or aperiodically measuring a change in the properties of a high frequency reflected wave. CONSTITUTION: A high frequency power distributor(212) applies a high frequency generated by a high frequency generator(211) to an electricity signal line for measuring. A receiver(213) eliminates noises from a high frequency reflected wave. A detector(214) generates a signal for reporting a surreptitious use of electricity or an abnormal situation when the properties of the high frequency reflected wave deviate from the range of the standard value. A controller transmits the signal of the detector to a central processing unit(220). The central processing unit transmits a control command to the controller in response to the signal of the detector.
