PURPOSE: A method and an apparatus of controlling interference between cells in a mobile communication network are provided to efficiently prevent inter-cell interference.;CONSTITUTION: A district division unit(510) divides one district into at plural districts based on the distance from the center of each cell and the density distribution of terminals placed in each cell. A service providing unit(520) calculates the distance from the center and an RoT(Rise of Thermal) for a thermal noise in consideration of a shadowing factor and a radio wave attenuation ratio depending on the distance.
