PURPOSE: A network management unit and a mobile station handover control method thereof are provided to control handover of a mobile station using a multi service. CONSTITUTION: A parameter information collecting unit(530) collects parameter information including an average bit error rate, a bandwidth and power consumption of base stations. A handover policy performing unit(540) decides a network to perform handover with the mobile station based on service aggregation information received from a mobile station and parameter information collected from base stations. The handover policy performing unit offers the decided network information to the mobile station.
