PURPOSE: An apparatus and a method of detecting a person are provided to detect location of a man thereby naturally detecting the man with little computing amount.;CONSTITUTION: A camera(10) outputs video information from a robot. A measuring system input unit(20) determines movement of the robot or the camera. An encoding unit(30) outputs bit stream including all information. A decoding unit(40) decodes the bit stream.
