PURPOSE: An apparatus, a system, and a method for switching a call service in a mobile communication system are provided to prevent disconnection of a call service due to non-response for a call service switching request, thereby increasing satisfaction of a user.;CONSTITUTION: A service switching request receiver(221) receives a call service switching request of the first terminal and a call service switching request of the second terminal through a switching device connected with the second terminal. A priority setting unit(222) sets priority about a call service request for the first terminal and the switching device.
