PURPOSE: A construction method for stabilizing the lower ground of a permeable sidewalk block and forming a temporary storage space is provided to improve structural stability and water storage property. CONSTITUTION: A construction method for stabilizing the lower ground of a permeable sidewalk block and forming a temporary storage space comprises following steps. A lower non-woven fabric(50) is fixed on the top of a ground layer(300). A lattice net(40) for gravel layer stabilization is installed to fix a gravel layer(30) on the top of the lower non-woven fabric. The lattice net is filled with the gravel layer. An upper non-woven fabric(20) is fixed on the top of the gravel layer. A gravel layer is formed on the top of the upper non-woven fabric. A water-permeable sidewalk block(100) is formed on the top of the gravel layer.
