PURPOSE: A device and a method for inputting a touch panel interface, and a device and a method for inputting a mobile device by using the same are provided to implement a roll over function of a mouse by detecting the position of a finger before pressing a touch panel.;CONSTITUTION: A sensing unit(100) detects a touch area and the touch input of a finger by being prepared in an upper plane of a touch panel, and a signal processing unit(200) processes the information detected from the sensing unit. An operating unit(300) uses the information obtained through the signal processing unit to calculated the point of a finger and the touch area. The sensing unit includes light emitting units prepared in a certain height from the upper portion of the touch panel, and plural light receiving units to which the light emitted from the light emitting units is inputted.;COPYRIGHT KIPO 2011
