An apparatus and a method for recycling cooling water of a concrete cutting device are provided to reduce use amount of cooling water by classifying the cooling water in a sludge generated in cutting concrete. A cooling water storing part(110) stores cooling water used in cutting a concrete structure. A first sludge vessel(120) stores a first sludge. A cyclone(130) classifies the first sludge into a second cooling water and a second sludge by a centrifugal force. A second cooling water supply part(140) moves the second cooling water classified by the cyclone to the cooling water storing part. A second sludge vessel(150) stores the second sludge classified by the cyclone. A thickener(160) classifies the second sludge into a third cooling water and a third sludge. A third cooling water supply part(170) moves the third cooling water classified by the thickener to the cooling water storing part.
