PURPOSE: A slope stabilizing and greening structure using an H-pile and a vegetation part and a top down construction method using the same are provided to reduce the compensation cost by reducing the area of the cut ground by cutting a slope near to perpendicularity in an excavation construction. CONSTITUTION: A slope stabilizing and greening structure using an H-pile and a vegetation part comprises plural H-piles(100), a rear plate, and a vegetation part. The H-piles are piled on the slope near to perpendicularity at regular intervals. The rear plate is combined between sides of H-piles and is formed at a square type by a horizontal support and a vertical support. The vegetation part is laminated in the front side of the rear plate and is composed of a vegetation cloth and a protector(320). The soil and the seed of a plant are filled in the vegetation cloth. The protector is combined to the rear plate while covering the vegetation cloth.
