PURPOSE: An asphalt penetrator having low viscosity is provided to improve durability of a packing layer, to increase an adhesive force with aggregates of the packing layer and durability, and to control the hydrophobicity, water repellency, and deterioration of a road surface. CONSTITUTION: An asphalt penetrator having low viscosity is comprised of a solvent-based multifunctional asphalt sealer. The solvent-based multifunctional asphalt sealer comprises 71-95 weight% of solvent-based oxidized asphalt cutback, 2-8 weight% of a hydrocarbon solution, 0.25-0.5 weight% of silicon dioxide particles, 0.1-6 weight% of carbon particles, 0.1-0.5 weight% of a surfactant, 2-7 weight% of hydrophobic silicone, and 0.4-3 weight% of an anti-foaming agent.
