PURPOSE: An MS(Magnetic Strip) based network card linked with a smart card, and a method and a system for operating the network card using the same are provided to offer various smart card services through the present MS card without issuing a new smart card, and reduce a shock absorbing expense and a large scale promotion expense generated in a process to transfer the MS card to the smart card. CONSTITUTION: The MS based network card(500) linked with the smart card is equipped with a smart card application area as the smart card application area in a network card server on the network, and is processed by linking with the smart card application area in the network card server as including the access information for the smart card application area in the network card server. A network terminal(505) supports the access to the smart card application area in the network card server by extracting the access information for the smart card application area in the network card server from the MS based network card. The network card server(530) is equipped with an application area of an extended smart card on the network linked with the MS based network card.
