PURPOSE: A seed hole forming apparatus and a seed hole forming method are provided, which can form a plurality of seed holes at the same time. CONSTITUTION: A seed hole forming apparatus comprises: a base portion(10) supported on a floor; a tray(20) settled in the upper surface of the base portion; a pressing portion(30) which forms a seed hole by pressing the raising seedling bed soil charged in a tray in the state of being settled in the upper part of the tray; and a guide unit which is equipped in one side of the base portion body and guides the settlement of the pressing portion.
