PURPOSE: An apparatus and a method for determining gain of a controller to a system are provided to reduce a design time by designing a controller by using frequency response characteristics. CONSTITUTION: A system having an unknown transfer function, using frequency response characteristics measure frequency response characteristics. A computer system extracts the gain value of a controller. The frequency response measure system comprises a power supply unit(111), a function generator(112), an oscilloscope(113), and a DMM and control system analyzer(115). The function generator generates a special function of the selected controller type. The oscilloscope measures the various response characteristics outputted from the system. The DMM multiple-modulates various response characteristics. The control system analyzer analyzes a control system.
