PURPOSE: A permeable block holder for the pavement of a sidewalk and a roadway and a construction method for the pavement of a sidewalk and a roadway using the same are provided to design an environment-friendly road and various patterns, since a road is formed by processing native rocks including basalt having permeability and water-absorption. CONSTITUTION: A permeable block holder for the pavement of a sidewalk and a roadway comprises a bottom part(11), a sidewall(12), and a gap-adjusting pad. In the side wall, a through-hole(12a) is formed and a fitting portion having lower diameter than the lower part of a stopper is formed between stoppers. The side wall is projected from the bottom part and has multiple permeable block receiving units. The gap-adjusting pad has one or more through-holes and a coupling hole inserted into the fitting part of the sidewall. The gap-adjusting pad is formed into the shape of a flat plate.
