The handover independent medium (MIH) service access point (SAP) of the 3rd Generation Partnership Project (3GPP) is made with possibility of providing MIH events services by displaying primitive elements of services on MIH events services. Primitive elements of services can be 3GPP service primitive elements which occur from at least one of the following levels: radio resource (RR) level, logic link control (LLC) level, general packet radio service (GPRS) mobility management (GMM) control level, session management (SM) level, not related to the access level (NAS), access submission (AS) level and evolved universal terrestrial radio access (E-UTRA)/evolved core network (E-CORE). Events services may include a "change in communication line parametre" event service, a "communication line switched on" event service, "a communication line switching off" event service, a "communication line switched off" event service, "handover completion" event service and a "communication line detected" event service.;EFFECT: generation of trigger signals for upper levels.;28 cl, 42 dwg, 2 tbl
