The invention relates to rail transportation, and more particularly to electrical heating devices turnouts in winter and can be used for purification of turnouts of snow and ice to prevent it from icing. The technical result is achieved in that the device comprises only one rail temperature sensor mounted on the frame rails and connected to the first input of the comparison element, precipitation sensor, the signal from which is fed to the third input of the comparison element, and an output of the comparison element is connected with a smooth adjustment unit voltage, whose output is connected to the input switch, wherein the switch is included in a single-phase secondary winding of the transformer of the power supply, and the voltage across the switch is supplied to electrical heating evateli, which is used as flat-oval heaters.
