The device has an electronic module (1) with a time base oscillator circuit mounted in an electronic module case. A coil (30) of an electric motor e.g. bipolar stepper motor, a voltage source (8) e.g. battery, and the module are mechanically and electrically connected, without using a printed circuit board. The circuit is constituted of an oscillator, a frequency divider and a piezoelectric resonator e.g. quartz or micro-electro-mechanical system type silicon resonator. The module has external connection terminals (16, 17) connected to respective metal wires (31, 32) of the coil.
