The plant has a very low-head hydro-electric turbine connecting upstream and downstream chambers of a civil engineering structure. A hydraulic distributor (4) is situated in upstream of a hydraulic propeller that permits circulation of hydraulic flux in a conical part (6) of a cylindrical envelope of the turbine. A multipolar low speed electrical generator (3) is integrated to a hub (5) of the propeller to transform mechanical energy into electrical energy. The propeller has blades (1) welded to the hub, where an inclination angle of each blade with respect to the flux is defined.
