The cutter has a quetsch roller blade (1) for cutting a paper web by moving against a hard roller (2), where the roller blade is pivotable around a pivoting axis (D) and is supported at a holder (3) that is movable upto a specific book block height dimension during a still condition and a moving condition of the paper web. Distance between the pivoting axis to a point of contact of the roller blade with the roller amounts to few mm, where the roller blade contacts the roller by pivoting around 90 degrees. The pivoting axis is arranged at right angle to a plane of the paper web.
