The method involves arranging a material to be tested in a changing electric field. A time response of field development is determined and held for measuring of physical characteristics. The characteristics are formed as physical measuring variables and/or quality indexes. A disturbance variable that is developed during determining of the characteristics is measured and is formed as moisture content of the material. The changing electric field I produced with an excitation-signal having predetermined signal waveform. An independent claim is also included for a device for determining characteristics of a material to be tested.
