The system has a wheel driven by buoyant forces of naturally or chemically produced gases in a liquid e.g. water. The wheel has a lower edge from which the gases are guided to a container fastened to a wheel edge, where the container collects the gases that lift the container to set the wheel into rotation. The wheel has an upper edge from which the collected gases are discharged, and the container is folded during descent of the wheel. A generator is attached to the center of the wheel and driven by rotation of the wheel, and converts rotational energy into electrical energy.
