The device has a clamping- lever (1) supported at a fixed supporting body (2) at a rotational axle (5). A clamping spring (3) i.e. rotary spring, subjects the lever with torque to produce continuous prestress in a traction unit. A return stroke limitation unit is designed as a latching system (4) to limit rotary movement of the lever. The latching system is designed as a latching element or wedge, which is arranged at the lever. The latching element has a laminar latching structure, which co-acts with a laminar counter structure arranged at the body.
