A temperature sensor e.g. charge air cooler (CAC) temperature sensor (48) measures outlet (46) temperature of a cooling system e.g. CAC (35). A diagnostic module (60) estimates cooling fluid temperature based on engine (12) coolant temperature of the cooling system. The module determines cooling performance based on measured outlet temperature and estimated fluid temperature. The module diagnosis a fault in the system if the determined cooling performance is below the a predetermined threshold that depends on engine speed and mass air flow rate.
